Abstract
This study explores the implementation of Republic Act No. 9485, the Anti-Red Tape Act (ARTA), at Caraga State University (CarSU), focusing on the effectiveness of three frontline service offices: Registrar, Cashiering, and Guidance and Counseling. Guided by the principles of transparency, accountability, and service quality, the research evaluates the operationalization of the University’s Citizen’s Charter from the perspective of student-clients. Using a descriptive quantitative design, data were collected from 400 students through a structured survey, with results indicating a generally positive perception of service delivery, including high awareness of the Citizen’s Charter, clarity of procedures, and timely service. Statistical analysis showed no significant differences in perceptions across demographic groups, but revealed a strong positive correlation between service quality and the perceived effectiveness of public services. Despite these positive outcomes, gaps were noted in areas such as digital platform integration, stakeholder participation, and feedback mechanisms. The study concludes that while CarSU has made significant strides in complying with ARTA, further reforms are needed, including increased awareness efforts, broader stakeholder involvement, investment in digital infrastructure, and enhanced anti-corruption measures to ensure a more citizen-centered and transparent service delivery system.
