Abstract
This study investigates the socio-economic factors impacting the performance of local government employees at Temeke Municipal Council in Tanzania. Utilizing a theoretical framework that integrates Expectancy Theory, the Job-Demand-Control Model, and Sequential Theory of Decentralization, the research employs an exploratory design combining quantitative and qualitative approaches. A purposive sampling of 63 participants, including municipal directors, department heads, and employees, provided data through questionnaires and interviews. Findings indicate a generally positive sentiment towards the work environment; however, significant concerns were identified regarding salary adequacy, training opportunities, and organizational support. The study concludes that employee performance is influenced by complex dynamics involving income perception, job satisfaction, and the adequacy of resources and training. Recommendations include implementing a Continuous Learning and Development Program, enhancing compensation structures, and fostering a supportive work environment through regular feedback and transparent communication. Addressing these areas is essential to improve employee satisfaction, morale, and overall job performance within the local government framework.
