Abstract
Drug abuse remains a significant socio-economic concern in Tanzania, particularly within Temeke Municipality, where the challenges of implementing national policies to combat this crisis are pronounced. This study aims to evaluate the obstacles that hinder the effective application of drug prevention policies at both local and national levels. Utilizing a mixed-methods research design that combines quantitative surveys and qualitative interviews, the research engages 120 participants, including drug abusers and key stakeholders such as law enforcement officials and community leaders. The findings reveal that the emergence of new psychoactive substances (NPS) not covered by existing regulations, inconsistencies in drug laws across borders, limited community cooperation, inadequate funding, and a lack of essential equipment are central challenges affecting policy effectiveness. Moreover, the study highlights the critical need for greater community involvement and awareness, as many individuals view drug abuse primarily as a personal issue rather than a community concern. This disconnect inhibits effective prevention strategies and hampers the establishment of supportive networks for affected individuals. The results suggest a pressing need for comprehensive policy reforms that not only address legislative gaps but also promote a collaborative approach among government entities, community organizations, and the general public. Recommendations include strengthening regulatory frameworks for NPS, enhancing regional cooperation to standardize drug laws, increasing funding for drug rehabilitation and enforcement, and developing infrastructure for drug testing. By adopting these measures, stakeholders can improve the effectiveness of national policies in curbing drug abuse, ultimately fostering healthier communities throughout Tanzania
