Digitalization of Health Services in Kenya: Impact of National Rollout

Abstract: This paper sought to investigate the impact and national rollout of digitalization of health services in Kenya’s Health Sector. Kenya’s health sector is undergoing a structural digital transition that extends beyond isolated information technology projects into a national architecture for governance, financing, service delivery, and regulatory oversight. In order to promote Universal Health Coverage and boost state capacity in health administration, the national reform agenda incorporates the Health Information Exchange, digital hospital management systems, e-claims, the AfyaYangu platform, and the Social Health Authority ecosystem. Therefore digitalization has enhanced reporting, claims processing, records retrieval, auditability, and administrative efficiency, according to evidence from facility-level studies and national census data. However, it has also revealed persistent limitations in interoperability, infrastructure, workforce capability, and equity of access. The scope and institutional diversity within which digital reforms must function are demonstrated by Kenya's 2023 Health Facility Census, which targeted 14,366 facilities and fully assessed 12,384 facilities, with public, private, and faith-based/NGO facilities accounting for 47%, 46%, and 8%, respectively. However, despite recent significant acceleration, more than two thirds of facilities did not employ any Electronic Health Information System in 2023, suggesting that the countrywide implementation is still unfinished. This paper argues that digitalization in Kenya should be understood as a health system transformation project whose success depends not merely on technology acquisition but on interoperability, institutional coordination, inclusive access, and durable implementation capacity.[1][2][3][4]
