TRADITION AND MODERNITY IN DIALOGUE: THE EVOLVING ROLE OF COOPERATIVES IN ADVANCING FINANCIAL INCLUSION IN HIMALAYAN RURAL COMMUNITIES

Abstract
In recent years, rural communities in the Himalayan region have encountered a range of challenges arising from difficult terrain, limited resources, and changing socio-economic conditions. Despite these constraints, mountain societies have continued to sustain their livelihoods and preserve strong community bonds through long-standing traditions of cooperation, reciprocity, and collective action. These practices have historically enabled rural households to cope with both economic and social challenges while maintaining a sense of social cohesion. At the same time, the increasing reach of formal financial institutions, digital technologies, and government welfare programmes has brought significant changes to the development landscape of Himalayan regions. In this evolving environment, cooperative institutions continue to occupy a distinctive position by combining community-based values with formal financial services.Against this backdrop, the present study examines the role of cooperatives in advancing financial inclusion among rural households in Himachal Pradesh. It explores how cooperative institutions facilitate access to savings, credit, insurance, digital transactions, Direct Benefit Transfers (DBT), and financial awareness while continuing to nurture local traditions of trust, participation, and mutual support. The study is based on primary data collected from 100 rural households in selected pockets of Sadar Block of Mandi District, Himachal Pradesh, and is supplemented by information from NABARD, the Reserve Bank of India, and other cooperative sector publications. The findings indicate that cooperatives remain among the most trusted institutions in rural areas and continue to play an important role in extending financial services to small farmers, women, and other underserved groups. The study suggests that strengthening digital infrastructure, financial literacy, and institutional capacity within the cooperative sector can further enhance financial inclusion and support inclusive and resilient rural development in Himalayan communities.
