Abstract
This policy paper study looks at the contributions of Dr. Babu Jagjivan Ram towards institutional frameworks of the marginalized communities in India. Placed in the socio-political revolution of post-independence India, his role is examined based on conceptual synthesis of political involvement, social justice as well as reforms lead by the state. The research brings together the findings of historical narratives, parliamentary archives, and sociological studies to weigh his impact of inclusion within the government and equity based on caste. The review notes that policy approach of Jagjivan Ram was based on legislative advocacy coupled with administrative implementation and was founded on pragmatic reformism. Among others, his interventions led to labor welfare policy, agrarian reforms, and the representation of the marginalized groups as part of a representation structure. The literature also shows that his politics were in line with the larger Dalit movements of mobilization without a disruption in institutions of the Indian state. But there would be loopholes in the systematic evaluation of the long-term policy effects of his work. The paper reveals that there is need to have a more integrated policy analytical framework that would connect his policy vision with the current debates on inclusion. The synthesis of multidisciplinary views in the review brings a better insight into the interplay of leadership and policy in resolving structural inequalities in India.
