Abstract
This study examined the effectiveness of management strategies employed by secondary public school heads and principals in San Francisco, Agusan del Sur Division using a descriptive-survey research design. Specifically, it assessed management strategies in terms of instructional management and assessment for learning as perceived by teachers. The respondents consisted of 80 teachers from three public secondary schools, namely Agusan High School, Caimpugan Integrated School, and Lapinigan National High School, during the school year 2024–2025. Data were gathered using an adapted questionnaire based on the study of Enorme-Lopera and Pinca-Atutubo (2022) and were analyzed using weighted mean and standard deviation. Findings revealed that school heads and principals demonstrated a very high level of effectiveness in instructional management, with an overall weighted mean of 4.57, interpreted as always demonstrated. Similarly, management strategies related to assessment for learning obtained a very high level of effectiveness with an overall weighted mean of 4.54. These results indicate that school heads consistently implement effective instructional supervision, curriculum management, and assessment practices that support teaching and learning. Based on the findings, a Management Enhancement Program was proposed to sustain and further strengthen instructional leadership and assessment practices in secondary public schools.
