ASSESSING THE ROLE OF THE BMBE ACT OF 2002 IN ADVANCING MICRO AND SMALL ENTERPRISES

This study aims to evaluate the effectiveness of the law in advancing micro-enterprise growth, with a focus on BMBEs in Tandag City. Using a quantitative research method, data were gathered from registered micro-entrepreneurs to assess the level of policy implementation, extent of opportunities, level of sustainability and success of micro-enterprises. The findings indicate that although the BMBE Act offers a promising framework for supporting small businesses, its impact remains limited due to moderate implementation. Respondents reported partial access to incentives and persistent barriers, including financial inaccessibility, limited training opportunities, and bureaucratic obstacles. These issues hinder the full utilization of the law’s benefits and constrain business development. The study concludes that for the BMBE Act to fulfill its developmental intent, local government units must strengthen policy enforcement, improve dissemination of information, and enhance support mechanisms. Doing so will better equip micro-enterprises to sustain growth, innovate, and contribute meaningfully to local economic advancement.
