Title : DESIGNING STRATEGIC INTERVENTION MATERIAL (SIM) THROUGH STRUCTURE OF OBSERVED LEARNING OUTCOMES HIGHER ORDER THINKING SKILLS (SOLO-HOTS)

This study aimed to develop and evaluate a Strategic Intervention Material (SIM) integrated with the Structure of Observed Learning Outcomes (SOLO) taxonomy and Higher-Order Thinking Skills (HOTS) to enhance student learning in addressing the least-learned science competencies, specifically in the topic of mitosis. The developed SIM included the following components: Title Card, Guide Card, Activity Card, Assessment Card, Enrichment Card, Reference Card, and Answer Card. Each was aligned with specific SOLO levels and HOTS skills to promote progressive cognitive development among students. Three groups of expert evaluators - Teacher I - III, Master Teachers, and an Instructional Supervisor - assessed the quality of the SIM. Findings showed consistently high ratings across all components, with the Enrichment Card showing a significant difference among groups, particularly highlighting the need to provide opportunities for students to apply what they have learned to other subject areas. Student performance data revealed a substantial improvement from the pre-test mean score of 6.69 (SD = 2.45 “Needs Improvement”) to the post-test mean score of 18.40 (SD = 2.13; “Excellent”), with the difference being statistically significant (t = -31.50, p < .001). Despite the SIM’s effectiveness, qualitative feedback from students revealed recurring challenges. These included limited time and fast pacing, the need for more consistent teacher guidance and feedback, difficulties in applying higher-order thinking skills, and instructional clarity and access gaps—especially among students with limited digital resources. The study concludes that the SOLO-HOTS SIM is an effective tool for enhancing higher-order thinking and conceptual understanding. It recommends improvements in instructional pacing, teacher support, and accessibility to maximize its impact on student learning outcomes.
