Abstract
This study determined the relationship between communication systems and policy implementation compliance among teachers of Hinatuan National Comprehensive High School, Division of Surigao del Sur. Employing a quantitative descriptive-correlational research design, the study involved 43 teacher-respondents drawn from a population of 74 through purposive sampling and total enumeration. An adapted and contextualized questionnaire anchored on the Communication Satisfaction Questionnaire tradition and the Philippine Professional Standards for Teachers was used to measure both variables. Weighted mean and standard deviation described the levels of the variables; Pearson product-moment correlation determined the significance of their relationship; and multiple linear regression identified the communication dimension that significantly influenced compliance. Communication systems obtained an overall mean of 3.324, interpreted as Very High, with Accessibility of Communication Channels as the highest-rated dimension (M = 3.453) and Timeliness of Communication as the lowest (M = 3.145). Policy implementation compliance obtained an overall mean of 3.701, likewise Very High, with Accountability in Carrying Out Assigned Responsibilities rated highest (M = 3.750) and Understanding of School Policies lowest (M = 3.640). A statistically significant moderate positive correlation was found between communication systems and policy implementation compliance (r = 0.5350, p < .001). Multiple regression analysis revealed that the model significantly predicted compliance, F(5, 37) = 3.927, p = .006, R² = .347, and that Consistency of Information Dissemination was the only dimension that significantly influenced policy implementation compliance (B = 0.3912, p = .041). Based on these findings, targeted measures were proposed to strengthen communication systems and improve policy implementation compliance in the school.
