TEACHING COMPETENCE AND INSTRUCTIONAL EFFECTIVENESS OF TECHNOLOGY AND LIVELIHOOD EDUCATION TEACHERS IN THE PUBLIC SECONDARY SCHOOLS IN BISLIG CITY DIVISION: A DESCRIPTIVE-CORRELATIONAL APPROACH

This study investigated the teaching competence and instructional effectiveness of Technology and Livelihood Education (TLE) teachers in the public secondary schools of Bislig City Division. Using a quantitative descriptive-correlational research design, data were gathered from 35 TLE teachers through two adapted and validated survey instruments: the Teaching Competence Survey anchored on the DepEd RPMS Manual, and the Instructional Effectiveness Survey adapted from Danielson's Framework for Teaching. Descriptive statistics, independent samples t-test, one-way ANOVA, Pearson correlation, and simple linear regression were employed. Results revealed that teaching competence was consistently rated Very High across all four dimensions—subject matter knowledge (M = 4.59), instructional strategies (M = 4.54), classroom management (M = 4.56), and professionalism and personal growth (M = 4.60). Instructional effectiveness was generally rated Highly Evident across lesson planning and preparation (M = 4.22), classroom instruction (M = 4.37), assessment and feedback (M = 4.40), and student engagement and motivation (M = 4.20, Evident). Significant differences in both competence and effectiveness were found when grouped by age, educational attainment, and years of teaching experience (p < .05), but not by gender. Mid-career teachers aged 31–40 with master's degree units and 8–12 years of service scored highest. A strong positive and significant correlation was found between teaching competence and instructional effectiveness (r = 0.812, p = .000), with regression analysis confirming that competence significantly predicts effectiveness (β = 0.74, t = 6.21, p = .000), explaining 65.9% of the variance (R² = .659). These findings affirm that TLE teachers in Bislig City Division are highly competent and effective, yet require sustained professional development, technical updates, and engagement strategies to maximize learner outcomes.
