Abstract
This study sought to explore and understand the lived experiences, challenges, coping mechanisms, and insights of Joint Delivery Voucher Program (JDVP) coordinators in facilitating Technical-Vocational-Livelihood (TVL) training in public senior high schools within the Division of Davao de Oro. Guided by a phenomenological approach, the research examined how coordinators carried out their responsibilities in managing administrative tasks, coordinating with industry partners, and supporting learners amid institutional limitations. Data gathered through in-depth interviews revealed that participants encountered persistent challenges such as resource constraints, logistical burdens, time pressures, and partner-related instructional issues. Nevertheless, they demonstrated resilience, adaptability, and a strong commitment to program success. The findings indicated that JDVP coordinators developed effective strategies to address these challenges by delegating tasks, improving communication, seeking peer advice, and implementing context-specific solutions. They also cultivated a sense of leadership and professionalism, contributing to their personal and career growth. Coordinators reflected on the significance of collaboration, stakeholder engagement, and continuous learning as critical factors in fulfilling their roles. Their experiences revealed the need for institutional reforms, including policy clarity, sufficient training, and structured support systems that address their evolving responsibilities. The study underscores the importance of empowering JDVP coordinators through capacity development and consistent administrative assistance. It also calls for policy interventions that recognize their vital role in bridging education and employment. The voices of these coordinators illuminate the realities of implementing TVL programs on the ground and offer valuable insights for strengthening technical-vocational education across public schools.
