Abstract
This study aimed to develop a Policy Intervention Framework designed to enhance student engagement in Islamic ethics and promote positive social behavior among Bachelor of Islamic Studies students at the University of Southern Mindanao, Kabacan, Cotabato. Employing a qualitative-descriptive and developmental research approach, the study gathered data through semi-structured interviews and focus group discussions with purposively selected senior-level students. Thematic analysis revealed that student engagement and the perceived impact of Islamic ethics on behavior were influenced by curriculum relevance, teaching strategies, frequency of class interaction, and opportunities for real-world application. Based on these findings, the proposed framework includes key interventions such as curriculum enhancement, adoption of interactive pedagogies, regular ethical reinforcement through frequent classes, integration of service learning, establishment of leadership programs, and stronger linkages with families and communities. The framework also features a built-in monitoring and evaluation component to ensure its effectiveness and sustainability. This policy intervention offers a holistic and culturally responsive model for improving Islamic ethics education and fostering the moral and civic development of Muslim students in higher education settings.
