Abstract
The health system in developing countries, including Madagascar, is characterized by insufficient resources, including qualified human resources. This shortage is more noticeable in remote areas and makes access to primary care very difficult for the rural population. How does the imbalance in human resources present itself in the provision of primary care? This study analyzes the situation of primary health care in the Analamanga and Bongolava regions, focusing on the optimization of human resources in Basic Health Centers (CSB) and the prospects for strengthening essential services. The hypothesis put forward to answer the question raised is that the quality of health care provided in Basic Health Centres depends on the availability of qualified human resources, particularly doctors. Using quantitative data analysis, the correlations between various variables qualifying the quality of healthcare at CSB level and the availability of human resources were examined. The results highlight higher concentrations of healthcare professionals in urban versus rural areas, underlining potential challenges in terms of healthcare accessibility. Despite strengths in the distribution of human resources, limitations in data collection and quality were identified. This study provides a solid foundation for guiding policies and interventions aimed at improving primary healthcare in Madagascar, highlighting the importance of a holistic approach to strengthening both access and quality of primary healthcare.
