Abstract
This study developed a policy intervention framework aimed at enhancing reading fluency through the purposeful integration of visual aids in literacy instruction, specifically within the Special Geographic Area (SGA) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Using a qualitative research design, data were collected through focus group discussions, key informant interviews, and document analysis involving teachers, school heads, and literacy coordinators. Thematic analysis revealed several barriers to effective visual aid use, including lack of purposeful integration, limited teacher training, insufficient resources, weak monitoring systems, and minimal student and parental engagement. In response, a multi-component policy framework was proposed, covering instructional design, teacher capacity-building, resource development, student-centered strategies, classroom monitoring, and community involvement. The framework emphasizes strategic, goal-aligned use of visual aids to promote reading expression, confidence, and comprehension. Findings underscore the need for system-level reforms and sustained support to transform visual aids into effective tools for improving early-grade reading fluency in underserved contexts.
