Abstract
This study explored the barriers to participation in professional development (PD) programs among Islamic Studies and Arabic Language (ISAL) teachers in the Special Geographic Area (SGA) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Utilizing a qualitative research design, the study gathered data through semi-structured interviews with 15 purposively selected ISAL teachers. Thematic analysis revealed several interrelated barriers that hinder teacher engagement in PD programs, including inadequate knowledge of Western education systems, low technological literacy, reliance on traditional teaching methods, time and financial constraints, lack of administrative support, insufficient teaching resources, negative attitudes toward training, and perceived irrelevance of PD content. These findings highlight the critical need for context-sensitive and inclusive professional development initiatives that consider the unique experiences and challenges of ISAL teachers in the SGA. Strengthening institutional support, enhancing technological capacity, and aligning PD content with both Islamic and modern pedagogical frameworks are essential to improving teacher participation and instructional effectiveness in the region.
