Abstract
The application of Artificial Intelligence (AI) in climate risk forecasting and environmental planning has rapidly evolved from predictive models to prescriptive solutions. Predictive AI primarily focuses on forecasting potential future climate risks by analyzing past and present environmental data, offering valuable insights into future weather patterns, natural disasters, and environmental shifts. However, with the increasing complexity of climate-related challenges, there is a growing need for prescriptive AI systems that not only forecast potential risks but also recommend actionable strategies for mitigating or adapting to these risks. This paper explores the transition from predictive to prescriptive AI in the context of climate risk forecasting, emphasizing the benefits, challenges, and future directions of prescriptive AI systems in environmental planning. The paper also examines case studies of AI-driven environmental models that have successfully integrated both predictive and prescriptive capabilities to improve climate resilience, from urban planning to disaster preparedness.
