Evaluation of Land Use Right Certification Issuance in Cau Giay District, Hanoi City, during the 2021–2023 period

The process of issuing land use right certificates in Cau Giay District, Hanoi City, has achieved encouraging results in recent years. However, several difficulties and shortcomings still need to be addressed. To this end, a study was conducted to evaluate the current state and effectiveness of land use right certification issuance, aiming to propose feasible solutions. The research assessed the certification process based on secondary data and a survey of 150 land users. The findings show that during the 2021–2023 period, Cau Giay District received 8,555 applications for residential land use right certificates from households and individuals, of which 8,302 certificates were issued, achieving a success rate of 97.04%. Additionally, the total number of applications for agricultural land use right certificates from households and individuals was 164, covering an area of 3.18 hectares. The total certified agricultural land in the district was 3.1 hectares out of the total registered area, resulting in a certification rate of 97.48%.
