Abstract
Maintenance and Other Operating Expenses (MOOE) is a government program that allocate funds for public school’s activities. MOOE seeks to provide adequate and enough budget for the betterment of the schools. This program could affect or improve both teachers’ performance in teaching and learners’ academic performance. This study was conducted to determine the extend support of the MOOE in teaching performance and learning outcomes of the pupils. Specifically, the study was conducted to determine the following: (1) teaching performance of the teachers and learners; (2) significant relationship between MOOE supports and teaching performance; (3) significant influence of MOOE supports on teachers’ performance and learners’ learning outcomes. Completely enumerated sampling was used as a method in selecting the respondents of the study. The respondents were consisted of all elementary teachers from Datu Montawal District. Survey questionnaire was used as the research instrument in gathering the needed data. Descriptive design was used as the research design specifically weighted mean with its corresponding verbal description to describe the extend support, teaching performance and learners’ performance. Meanwhile, spearman rho was used to illustrate the significant relationship between MOOE supports and teaching performance while t-test was used to describe the significant influence of MOOE support on teaching performance and pupils’ learning outcomes. Data was analyzed after it was gathered. Data revealed that teachers believe that through the help of MOOE program, the allocation and reproduction of teacher-made test would help their performance in teaching. Meanwhile, it was also found out that MOOE do not influence the performance of the teachers in teaching process. MOOE program provides teaching materials, but it cannot replace, affect or improve their teaching strategies, methods and techniques in handling the lessons. When it comes to the relationship between MOOE and the teachers’ performance and learners’ academic performance, it was found out that MOOE is not a predictor of teachers’ performance. However, MOOE is a predictor learners’ academic performance. Additionally, this study concluded that MOOE is an important factor that can influence or affect the learners’ academic performance
