Abstract
Reading comprehension remains one of the most pressing concerns in early basic education, especially for learners whose home environments provide uneven exposure to books, shared reading, and guided literacy practice. This manuscript presents a journal-style draft derived from the thesis study on the home literacy environment (HLE) of 4Ps beneficiary families and the Comprehensive Reading and Literacy Assessment (CRLA) outcomes of Grade 1 learners in Barobo Townsite Elementary School, Division of Surigao del Sur. The study is grounded in the Simple View of Reading, the Home Literacy Model, and recent evidence showing that shared reading, parent print-focused support, adult reading habits, and access to materials are closely linked to early reading development [5], [7], [8].
Using a quantitative descriptive-correlational design, the study will examine the HLE of 4Ps beneficiary households through a structured Home Literacy Environment Questionnaire (HLEQ) aligned with PIRLS-based home questionnaire constructs and DepEd’s early-grade literacy framework [10], [11], [4]. Learner reading outcomes will be obtained from official CRLA records, which classify children into profiles such as Full Refresher, Moderate Refresher, Light Refresher, and Grade Ready [4], [5]. The article argues that a strong home literacy environment can help children move toward grade readiness by strengthening language comprehension, decoding practice, and reading motivation. Because poverty can limit access to books, literacy time, and adult support, 4Ps beneficiary families deserve focused attention in school-based reading planning [1], [3], [15].
Based on the reviewed evidence, this study proposes a Home Literacy Support Program that prioritizes shared reading and storytelling, child interest in print, parent modeling of reading habits, print-focused support, and access to low-cost reading materials. The paper is written in the IJARIIE format and is ready for final refinement once the completed empirical results are verified or inserted from the finalized thesis dataset.
